Harris County Commissioners Court approved eight escrow agreements for the Flood Control District on Tuesday, covering work in six watersheds from Addicks Reservoir to the San Jacinto River. Not one of the eight agenda items says how much money it moves.
Why it matters
The 2018 flood bond is how the county pays to keep water out of houses, and escrow agreements are how grant money reaches the work. A resident who wants to know what Tuesday’s flood votes were worth cannot get it from the document the court voted on.
The same meeting committed the county to a $15 million match on a park grant, and the agenda does not say where that money comes from either.
By the numbers
- 8 escrow agreements with JPMorgan Chase Bank, N.A., items 35 through 42, all tied to Texas Water Development Board grants to the Flood Control District.
- 0 of those eight agenda titles carries a dollar amount.
- 6 watersheds: Addicks Reservoir, Halls Bayou, Cypress Creek, Carpenters, Greens Bayou and San Jacinto River, per Community Impact.
- At least 5 of the eight titles carry a bond program ID: C-01, C-20, C-36, C-37 and F-14.
- $15,000,000 requested and $15,000,000 in required match on item 81, the Tom Bass Park application through Texas Parks and Wildlife.
- $2 million more from a separate Texas Parks and Wildlife grant for trails and amenities at Doss Park, per Community Impact.
- $8,329,338.29 charged to the Flood Control District for county services in fiscal 2027, item 46.
- $300,000 added for HR Green Inc. on the Clear Creek federal flood project, item 45.
- $181,105 from the general fund to six organizations that feed homebound residents.
- 167 items on Tuesday’s agenda.
What the documents show
The eight projects have names, even if they do not have prices. Precinct 4 gets the South Mayde Creek Bypass and the West Little York Stormwater Detention Basin. Precinct 2 gets the Helms detention basin and channel job and the Halls Aldine Westfield South basin and mainstem channel job, both in Halls Bayou.
Precinct 3 gets Kickerillo Mischer-Preserve erosion repairs in Cypress Creek and the Kingwood Diversion Ditch in the San Jacinto watershed. Precincts 1 and 2 share the Cloverleaf area drainage work and the Greens Mid-Reach Phase 2 design.
Community Impact reported the approvals accurately and named the watersheds. The dollar amounts are missing from its story because they are missing from the county’s.
The other side
An escrow agreement is not a spending item. It is the instrument that holds grant money the Texas Water Development Board has already awarded, and those award amounts exist in state records. The county would say the figures sit in the backup material, that no commissioner votes blind, and that a title line is not a budget.
All of that is true. It does not help the resident reading the agenda, which is the document the county publishes so the public can follow along. Most of these eight carry bond IDs, and the bond is the thing voters were asked to approve.
What to watch
- Whether the county posts minutes and dollar amounts for items 35 through 42. As of Tuesday evening the meeting record was still marked closed to the public.
- Item 116, the request to rescind the Bear Creek Village Stage B drainage award from Precise Services, Inc. and give it to V&S Construction Company for $15,751,020. No outlet reported that outcome Tuesday.
- Nov. 1, the annual application deadline for the Outdoor Recreation Legacy Partnership program at Tom Bass Park.
- Where the county’s $15 million Tom Bass match comes from.
Bottom line
The flood work is real and the watersheds are the right ones. Halls Bayou and Greens Bayou flood people who cannot afford to move. The complaint here is narrow and fixable: the county publishes the paperwork that moves the money without the money in it, and that is a choice, not a limit of the format.
