Harris County Commissioners Court voted 4-0 to get rid of the county treasurer’s office. It cannot. On November 3 Harris County voters will fill that office for a four-year term, and the soonest anyone can vote it out of existence is November 2027.
Why it matters
The office receives, manages and disburses all county money and was budgeted $1.8 million for fiscal year 2026, per The Texan. Every month between the vote to abolish it and the vote that could actually abolish it is a month residents pay for an office the commissioners say they do not want. Removing a Texas county treasurer takes a constitutional amendment, and that is slower than an election to fill the job.
By the numbers
- 4-0, the Commissioners Court vote stripping the office of authority to run an automated fraudulent-payment alert system, per The Texan. The same court began eliminating the office.
- $1.8 million, the office budget for fiscal year 2026. Roughly a dozen staff, per Texas Scorecard.
- $139,547, the treasurer’s salary, unchanged.
- $181,411, the salary an all-citizen grievance committee recommended August 20. Commissioners took no action September 8, rejecting it automatically, per Community Impact. That is $41,864 more, or 30.0 percent.
- January 1, 2027, when the current term ends, per Ballotpedia. The term elected November 3 runs to January 1, 2031.
- January 12, 2027, when the 90th Texas Legislature convenes. A joint resolution needs two-thirds of each chamber.
- November 2027, the earliest a statewide ballot could carry the amendment. That is about 10 months after the winner on November 3 takes office, and about $2 million of office budget later at the 2026 rate.
What the coverage buried
Texas Scorecard’s October 1 story carries the citation, the $139,547 salary, the dozen staff and the November 2027 amendment. It does not mention that the office itself is on the ballot in 33 days. Open it and the November 3 election is not there.
That is the fact that changes what a reader can do. The amendment is a 2027 question for the whole state. The officeholder is a 2026 question for Harris County.
The other side
The strongest case for keeping the office is that an independently elected treasurer is a check on the people who write the budget. Abolishing it moves custody of county money inside the organization that spends it. Tarrant, Bexar, Collin and El Paso counties have already amended the constitution to drop their treasurers, per Texas Scorecard, and Community Impact names Galveston and Tarrant. Those were structural decisions. Harris County’s is running alongside one officeholder’s legal calendar, which is a weak reason to amend a constitution even when there are strong ones.
Treasurer Carla Wyatt has not been convicted of anything. Per The Texan, a December 2023 DWI charge in Harris County was dismissed in August 2024 after pretrial diversion, a grand jury declined to indict her on a December 2025 charge of breaking into a vehicle with intent to commit theft, and a May 2026 DWI charge in Galveston County is pending. Texas Scorecard reports she was cited October 1 for failure to control speed after a four-vehicle crash on Interstate 45 north of Tidwell Road, no injuries reported and no indication of impairment. A citation is a citation.
What to watch
- November 3, 2026. Harris County elects a treasurer to a term ending January 1, 2031. A compiled record of the March primaries lists Wyatt as the Democratic nominee and Marc Cowart as the Republican nominee.
- October 15, 2026. The next Commissioners Court meeting on the county’s calendar, still with no agenda as of October 1. An October 29 business court meeting has been added.
- January 12, 2027. The Legislature convenes. No joint resolution, no 2027 ballot question.
- The Galveston County DWI case, still pending.
Bottom line
Four commissioners agreed this office should not exist, and the only thing Harris County voters decide this year is who runs it until 2031. The county is asking Austin for permission to close a $1.8 million office while filling it for four years next month. Both are on the record. Only one is on your ballot.
